In a small and cold town in Norway, the snowplow driver Nils Dickman is selected by the residents to be awarded with the title of "The Citizen of the Year". The vigilante Nill kills the drug-dealers one by one, and their boss, Ole 'Greven' Forsby, believes the Serbian drug dealers are behind the murderers, disputing territory despite their deal. He orders to kill a Serbian dealer, who is the son of a powerful drug lord, initiating a war between the gangs.
