In Miami, when a serial-killer murders and rapes the waitress Debbie with a belt and beheads her boyfriend Jeff at her home, the television anchor Jane Harris reports the news. Debbie called the police in the dawn telling that she was receiving creepy phone calls and the officer on duty promised to send a car on the next morning. Jane is deeply affected by the news since her teenage sister Tracy Harris is blind, deaf and dumb since she was raped by a child molester when she was a child. While parking her car in her building, Jane sees her neighbor Stanley Herbert changing his social shirt that is stained and without his belt and she tells her boyfriend David her findings. However, he disregards the information since he is a criminal lawyer and her suspicion is circumstantial only. When the secretary Annette is murdered in the same MO and her body is dumped in a muddy area, the car of the killer gets stuck in the mud and a car with a couple offers to help him but he kills them both. Jane checks Herbert's car that is covered in mud. She goes to the building administration and steals the keys of his apartment and snoops inside looking for evidences that he is the serial-killer. She finds a boot covered with mud and gives it to David, but he tells her that he cannot go to the police with a stolen item.
